Leslie A. Sakai, President
BA/MA, University of California, Berkeley, CA, 1988 As Principal/Co-Founder, Leslie has served the role as President of ISI since 1995 and plays a top role in the decision making for all operations. She currently serves on the Board for Asian American Architects and Engineers (AAAE), where she is a Past President, and is recognized as a member of the Council of Asian American Business Associates (CAABA). She is also a member of the Caltrans District 4 Small Business Council. Prior to incorporating ISI, she assisted with the operations/management of Inspection Services, where she implemented inspection reporting procedures for schools and hospitals.

Edward L. King, Vice President, Operations
BA, U.S. International University, San Diego, CA, 1975 Ed brings 23 years of testing and inspection experience as VP of Operations, overseeing construction projects and technical personnel for ISI. He is ICBO certified for Structural Steel Welding, Reinforced Concrete, Plumbing, and Mechanical. Other certifications include ASNT, AWS/CWI, OSHPD, DSA/ORS. Ed manages ISI's inspection activities at the San Francisco/Oakland Bay Bridge Replacement of the superstructure and managed inspection for SFIA's new International Terminal and the SFIA BART/ART station. These two projects exceed $2 billion in construction costs. His article describing the Automated Ultrasonic Testing system employed at the SFIA International Terminal was published by American Welding Society's Inspection Trends magazine. Philip T. Nishikawa, PE, Senior Engineer
BSME, University of California, Berkeley, 1964 With 40 years of experience and expertise in Structural Steel/Welding, Mr. Nishikawa has managed projects and personnel, as well as provided technical supervision for relevant ISI projects. Prior to joining ISI, Phil was the Vice President and Manager for structural steel/welding and metals testing divisions. He has not only established guidelines for inspector training to increase staffing, but has also managed projects with up to 30 inspectors, and has overseen shop/field welding for various high rise structures in Northern California as we;; as schools and hospitals.

Sven van der Sluis, P.E., Chief Civil Engineer/Laboratory Manager
Sven joined ISI in 2001 as our laboratory manager. His qualifications include 7 years of experience with materials testing as well as a Professional Engineering License in California. After receiving his Master’s Degree in Civil Engineering, he started working as a Research Assistant and Instructor for the Institute for Road Construction at Aachen University of Technology in Germany. He gained experience in testing, evaluation and failure analysis of treated and untreated materials used in road construction as well as in supervision and inspection of several road and airport construction sites. In addition to this practical knowledge, his theoretical background was intensified by instructing graduate students, lecturing African and Asian Road Engineers on “Management of Road Maintenance” and later on by supervising research projects and providing expert opinions on skid resistance and structural design of pavements. As a result, Sven received a PhD Degree in civil engineering for his doctoral thesis on skid resistance of road surfaces.
As ISI’s Laboratory Manager he is responsible for all laboratory testing as well as its accreditations such as Caltrans, CCRL, and AASHTO. Furthermore, he is involved in project management and budget tracking for larger construction sites and is currently extending ISI’s services to Caltrans and FAA QC/QA testing and inspection. Having multiple special inspection certifications (ICBO, ACI, Caltrans), he is part of ISI’s engineering staff to support our field technicians.

Can S. Çelik, P.E., G.E.
After graduating from the Aachen University of Technology, Germany with a Master’s Degree in Civil Engineering, Can professionally specialized in Geotechnical Engineering and Materials Testing for Road and Airport Construction Projects in Germany and the Netherlands. He was involved in some of the largest construction projects in Germany, such as the Rhine River Tunnel Construction and the Duesseldorf Airport Autobahn A/44 A/52 Access. Can later worked as a Research Assistant and Instructor for graduate students at the Institute for Road Construction of the Aachen University of Technology, where he also designed and supervised private and NATO airport construction sites and provided expert opinions/guidelines on special engineering problems connected with road, railroad, and airport construction jobs. At the same time he served as a Lecturer for the German Federal Department of Economic Cooperation and Development when he wrote and delivered annual continuing education lectures on "Management of Road Maintenance" to African and Asian road engineers.
Can moved to the Bay Area with over 11 years of professional experience in the construction business and joined ISI as our Laboratory Manager at the beginning of 1999. He successfully transferred his knowledge to the construction of schools, hospitals, residential and high-rise buildings and received multiple inspector certifications (ICBO, ACI, AWS, ASNT, Caltrans), while at the same time expanding ISI’s field of materials testing to soils and asphalt. Can also provides weekly ongoing continuing education classes for ISI’s inspectors and lab technicians. Working in California, he received his professional engineering license as a Civil and then later also as a Geotechnical Engineer.

Robert D. Evans, Field Supervisor
College of San Mateo and American Society of Non Destructive Testing (PT, MT, UT).
Bob has been a testing inspector in the Bay Area for over 26, years performing inspections for structural steel/welding, reinforced concrete and shotcrete, anchor/dowel installation, proof load testing, fireproofing and roofing. Notable projects include the SFIA BART Station, Davis Hall South at UC Berkeley, and UCSF Medical Center's $50 million PSSRB structure. Prior to joining ISI, Bob was the Quality Assurance Director / Quality Control Supervisor / NDT Technician Test Director at the Service Engineer Company Ship Repair Yard in San Francisco.
Certifications include AWS, ICBO (ICC), ACI, ASNT and Caltrans.

Tobin Gaut, Field Supervisor
American Society of Non-Destructive Testing; College of Oceaneering; AA Welding Technology, Solano Community College.
With nearly 10 years field experience, Tobin's expertise in welding and concrete technology gives him an enhanced ability to understand and manage field issues as they arise. He has excellent communication and supervisory skills and has managed as many as seven inspectors on a daily long term basis. Projects include: infrastructure (SF/Oakland New Bay Bridge Skyway, SFPUC water treatment plants, Port of San Francisco pier investigations); housing (Mission Place Apartments, 246 Second Street Towers, USF Jesuit Housing); office facilities (Sony Metreon tenant improvements; The Gap Mission Bay, AboveNet Communications); transportation (SFIA Concourse H/ART BART Station) and medical facilities (UCSF Medical Center, Washington Hospital).
Certifications include AWS, ICBO (ICC), ACI, ASNT, and Caltrans.
